The Sir George Earle Trophy
Trant Engineering Limited
Trant Engineering were selected as this year’s winner because of their vigorous and imaginative approach to health and safety management, led by the obvious commitment of their directors and backed by enthusiastic workforce involvement at every level. Trant displayed innovative approaches to the periodic monitoring and review of corporate health and safety performance and to integrating their management of health and safety with their systems for environment and quality. In addition to a strong focus on training and site briefing, Trant had developed a powerful focus on dynamic risk assessment by staff on-the-job and on the reporting of unsafe acts and conditions. The Panel were impressed by Trant’s approach to prioritising risks and to using unannounced ‘incident scenarios’ to test emergency preparedness and risk control systems on site. Also impressive were Trant’s arrangements addressing occupational health and ‘wellness’ issues and their obvious and proactive influence on the health and safety standards of many of their clients.
RoSPA Distinguished Service Award
George Brumwell
George Brumwell has had a distinguished career in the Construction industry where he has worked consistently to raise health and safety standards. Since 1991 he has been General Secretary of the Union of Construction, Allied Trades and Technicians. He served as a member of the HSC’s Construction Industry Advisory Committee from the mid-1980’s until he was appointed as a TUC member of the Commission in April 1998. Latterly he has played a leading role in promoting its strategy for ‘Revitalising Health and Safety in Construction’. He has proved a tireless champion for the causes of good health and safety management, effective workforce involvement, mandatory health and safety training for all operatives and action on occupational health.
George is a member of the Strategic Forum for the Construction Industry and long-time member of the CITB, where he chairs its Health, Safety and Environment Committee. He has continually sought to raise the profile of health and safety in his participation in bodies such as the Construction Industry Joint Council, the Construction Skills Certification Scheme, the TUC (where he is the lead spokesman for Construction) and the Labour
Party’s National Policy Forum. He also campaigns on H&S issues at international level through the International Federation of Building and Wood Unions.

Roy Gill
Roy Gill has not only held a senior health and safety management post with a national construction organisation but has devoted considerable time and effort to developing and raising the profile of the Health and Safety Groups movement in the UK and developing their links with other key players in the UK health and safety system He first became involved in his local Group (Bristol, now called the Avon Occupational H&S Group) in the late 1970’s. He has represented his present employer as a member of the Birmingham Health, Safety and Environment Association since 1978, in which he has been both Hon. Vice Chairman and Hon. Chairman. Over the years Roy has served on many committees of both Groups.
He has been the Association’s representative on the National Health and Safety Groups Council since 1994 and served as its Hon. Vice Chairman for three years (1996 to 1999). His commitment to the Council’s work continues unabated as a member of the Management Committee.

Peter Heseltine
Peter Heseltine is an internationally renowned expert who for over 30 years has concentrated his efforts to help improve the safety of children’s play and, in particular, play provision. He has been a pioneer and leading proponent of the application of risk assessment and other occupational safety and health management techniques to playgrounds and play facilities from parish playgrounds to Legoland.
He has been employed in a wide variety of posts including as the editor of ‘Playtimes’; General Manager of NPFA Playground Services Ltd. and, for the last 11 years, Playground Safety Adviser for RoSPA, in which time his team has inspected between four and five thousand playgrounds per annum.
Peter is the author of numerous publications about playground safety and play environments and provides training courses on various aspects of playground management for the Institute of Leisure and Amenity Management as well as for RoSPA He has lectured widely in the UK, continental Europe, the USA, South America, the Far East and Australasia.
For many years he was an influential member of BSI Technical Committee SW/6S on playground equipment standards and Chairman of WG/3 for PAS 3S (Wheeled Sports Areas). He is currently a member of the European Standards Committee for Wheeled Sports Areas. Until November 2002 he was Vice-president of the International Play Association.

Keith Turney
Since the late 1980s Keith Turney has worked tirelessly to improve safety throughout the industrial climbing sector About 9 years ago he started developing a new fall arrest product which he believes will improve the safety of workers working at height.
He has been a member of the Safety Committee of the National Federation of Master Steeplejacks and Lightning Conductor Engineers since 1998 and this has involved negotiations and demonstrations of working methods with the HSE in the development of the proposed Working at Height Regulations. In addition he took responsibility for the development and writing of the new British Standard 2830 -Industrial Climbing Steeplejack Methods. He is a member of the fall arrest product committee for British Standards - PHS.
