Information Sheet on MORR International Comparisons
Over the years, RoSPA has been actively involved in researching, campaigning and advising on the Management of Occupational Road Risk (MORR), pressing for this issue to be addressed as part of the mainstream occupational safety and health (OS&H) management and enforcement agenda. An update on this work can be found on the MORR Section of the RoSPA web site.
As part of its recently published (March 2000) Road Safety Strategy, the Government have highlighted the case for employers to do more to contribute to the reduction of work-related road traffic accidents. It has set up the independent Work-Related Road Safety Task Group (WRRSTG) – on which RoSPA is represented – which has just completed a three-month public discussion exercise and is now evaluating responses to this consultation: http://www.hse.gov.uk/road/noframes/content/roadtask.htm
International comparisons
RoSPA feels that the final report of the Work-Related Road Safety Task Group (WRRSTG) to Ministers should contain a summary appreciation of approaches to MORR in other countries. RoSPA believes that there is scope for learning from and linking with action on managing occupational road risk at an international level. We are aware of current action in this field in a number of countries around the world, including Western Australia, New Zealand, the United States, France and some of the Scandinavian countries. There is a need to review the state of MORR in other countries to be aware of the general directions been taken, the successes and limitations of other national programmes, best practice and international research in this field.
Objective of Review
The overall objectives of this research are to contribute to the WRRSTG’s work on occupational road risk and to stimulate further improvement in health and safety at work. The direct objective is to compare different national approaches to managing occupational road risk in order to address similar concerns, learn from examples, reveal synergy for research aims and develop best practice.
Scope of Review
The review will:
- cover industrialised countries which are comparable to the UK in terms of how health & safety is currently managed at a national level;
- include current statistics on work-related road traffic accidents comparable with general road accident statistics and other health and safety accidents;
- indicate national targets for reducing work-related road accidents;
- summarise policies, standards and guidelines for managing occupational road risk at a national level;
- give an illustrative account of the most recent development in this field in terms of concerns, research and actions to manage this occupational risk in different countries.
