Introduction
RoSPA has firmly welcomed the Deputy Prime Minister’s announcement about the Government’s plans to ‘revitalise’ occupational safety and health (OS&H) on the 25th anniversary of the Health and Safety at Work Act (see press release at annex one). In September 1999 the Society made a substantial response to the DETR/HSC Discussion Document ‘Revitalising Health and Safety at Work’ published in July. Entitled, ‘Making it Happen!: Reflections on Occupational Health and Safety Strategy’, this 60,000 word memorandum set out, at some length, the Society’s ideas for re-invigorating health and safety at work, reviewing the main strengths and weaknesses of the UK health and safety system and suggesting some of the main changes in policy and practice required to re-energise the system and produce sustainable improvement in future OS&H performance. (Annex two contains a summary of the submission).
This paper (and set of web pages) have been prepared as an aide-memoire to assist the Committee in evaluating policy commitments in the Government’s plans. It sets out a series of generic headings under each of which are listed, in summary form, the main recommendations made by RoSPA in its submission. In turn, under each of these is a comment on whether and how these have been addressed in the Government’s plans.
